The primary purpose of this position is: To serve as the Chief, Requirements Branch within a Major Command (MAJCOM) headquarters Manpower, Organization, and Resources Division. Exercises technical and administrative oversight through subordinate supervisors to plan, direct, organize, and mentor nonsupervisory employees in the branch as a second-level supervisor.
Duties
Plans, organizes, and directs the activities of the Requirements Branch ensuring the branch complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate Requirements Branch objectives. Plans, organizes, and directs efforts to ensure force structure and other changes and restructuring impacting manpower and organization comply with legal and regulatory requirements, meet customer needs, and recommends policies and procedures regarding resource issues affecting servicing organizations
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
Represents Requirements Branch with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Air Staff, other major commands, HQ AFGSC staff agencies, direct reporting units and subordinate units. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Ensures subordinate sections provide customer guidance and training.
Provides management advisory services to top-level managers concerning manpower programming, manpower impacts associated with force structure changes, manpower allocation and organization issues. Formulates new or revised methods, procedures, and systems for the allocation and control of manpower resources to coincide with AFGSC current and long-range wartime and peacetime programs, studies, and special projects.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes performing, organizing, coordinating, directing, and overseeing administrative functions in the areas of manpower, programming, requirements, and planning; in support of sustaining the substantive missions and programs assigned to the command.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of a wide range of qualitative and quantitative methods that apply to DoD, Joint, and Air Force manpower management engineering principles and methodologies and financial management directives, concepts, procedures, guidance, and policy for the assessment and improvement of command level plans and programs.
2. Expert knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations; knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the Planning, Programming, Budgeting, and Execution (PPBE) system supports them.
3. Skill in designing and conducting comprehensive manpower and resources studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.
4. Advanced skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
5. Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance.
6. Ability to plan, organize, and direct the functions and staff of the organization; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
