The primary purpose of this position is to serve as a Division Chief providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Nuclear Surety Staff Assistance Visit (NSSAV) and Nuclear Surety Requirements Validation (NSRV) positions.
Duties
Plans, organizes, and directs the activities of Staff Assistance Visit Division, ensuring that NSSAVs and NSRVs comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and Security Forces objectives. Researches, interprets, analyzes and applies Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance. Establishes policies and procedures for accomplishment of Nuclear Surety Staff Assistance Visit Division. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments.
Represents HQ AFGSC with a variety of installation and functional area organizations such as conferences, workshops, working groups, and other meetings related to NSSAV/NSRV issues with an expertise in the Security Forces program. Establishes, develops, and maintains effective working relationships with Joint Chiefs of Staff (JCS) Nuclear Surety Inspection (NSI) Process Reviews; DoD Nuclear Summits; MAJCOM, HAF and DoD Security Forces Groups and Councils; Semiannual Command Nuclear Summits; Nuclear Surety Study Groups; Nuclear Surety Councils; Inspector General Semiannual Inspection Councils; Inspector General Quarterly Inspection Groups; and various departmental workgroups on publication/instruction revisions.
Performs MAJCOM-level assistance duties for formal Nuclear Surety Staff Assistance Visits (NSSAV) and Nuclear Surety Requirements Validations (NSRV) covering a wide array of nuclear and conventional operational mission and mission support tasks. Assesses readiness, discipline, efficiency, and economy of assigned Air Force units. Reviews and evaluates MAJCOM- and unit-level programs, activities, and technical operations. Reviews, analyzes, and validates methods, procedures, practices, processes, and systems for efficiency and compliance with established directives.
As Security Forces Program Manager, performs Nuclear Surety Staff Assistance Visits (NSSAV), Nuclear Surety Requirements Validations (NSRV), and other compliance/readiness unit visits on all AFGSC Security Forces programs/functions in accordance with Air Force Instructions, DoD Manuals, Air Force Manuals, and all other governing instructions and regulatory guidance. Activities include Security Forces plans and programs, support system operations, and associated self-inspection programs. Provides technical assistance and support. Serves as the MAJCOM Security Forces NSSAV and NSRV technical expert. Develops and provides program specific NSSAV and NSRV criteria on a wide range of Security Forces operations. Develops a variety of formal NSSAV and NSRV materials, such as guides, handouts, operating instructions, supplements, publications, exhibits, and visual aids to reinforce NSSAV and NSRV objectives and ensure compliance with directives.

- The incumbent is required to safeguard classified or sensitive information and/or files.
- The incumbent must have technical competency in nuclear Security Forces procedures.
- The incumbent may supervise military and civilian personnel.
- The incumbent is required to work in a variety of facilities and outside locations under extreme weather conditions.
- Master’s degree highly desired.
- This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes directing a program segment that performs technical, administrative, protective, investigative, or professional work at a major command level organization with over 33,000 assigned personnel, various wings, geographically-separated squadrons and detachments in the continental United States and in locations around the globe. Provides direction, staff advice, and assistance to subordinate installations in Nuclear Surety. Validates unit compliance with existing policy, guidance, and standardization of procedures during Nuclear Surety Staff Assistance Visits (NSSAV) and Nuclear Surety Requirements Validations (NSRV).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Nuclear Surety and NSSAVs/NSRVs with an emphasis on Security Forces systems, schedule development, and complex exercise products.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance.
3. Knowledge of theories and principles of Security Forces planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of Security Forces procedures and design principles.
4. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine Security Forces objectives and goals.
5. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization.
6. Ability to communicate effectively, both orally and in writing to plan, organize, coordinate, and direct all or a portion of Security Forces support projects to include directing personnel on NSSAVs, NSRVs, and other compliance/readiness visits.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the AF as a Testing Designated Position (TDP) under the AF Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security & public safety.
