The primary purpose of this position is to serve as the Executive Director of the ISR Directorate at Air Force Global Strike Command (AFGSC), sharing with the Director the full scope of responsibility for managing the activities of the directorate. Represents the Director officially, and when acting for the Director, possesses the same authority and prerogatives.

Duties

Serves as the "alter ego" for the Director of the ISR Directorate of AFGSC, planning, organizing, and managing the activities of the directorate. Directs command-wide ISR activities. Manages the development of command-wide, long-range plans, program goals, policies, and procedures. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Represents the AFGSC ISR Directorate with a variety of command and functional area organizations. Establishes, develops, and maintains effective working relationships with a variety of high-level offices. Represents the MAJCOM in Defense Civilian Intelligence Personnel System (DCIPS) workforce boards and studies. Provides recommendations to initiatives that develop future programs that impact civilian Intelligence personnel; takes part in AF developmental review boards for selecting leadership positions/programs

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Office portion of work is in a field support setting or traditional office settings in a windowless vault/secure facility with artificial lighting, air conditioning, and heating.
  • 15 year of nuclear operations experience is desired.
  • Master’s Degree or equivalent is highly desired.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a comprehensive range of intelligence functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations; knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a comprehensive range of intelligence functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Incumbent is subject to work other than normal duty hours, which may change daily due to operational requirements, is subject to after duty hours recall based on operational situations, may be required to carry a pager, phone, or radio during on and off duty time, and must be prepared to travel on short notice. Position requires occasional temporary duty travel (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining valid State Driver's License to enable operation of government and privately-owned vehicles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
