Duties
The primary purpose of this position is: To serve as Deputy Chief, Planning & Programming Division in the Directorate of Strategic Plans, Programs and Requirements at Air Force Global Strike Command (AFGSC), sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chiefs absence, possesses the same authority and prerogatives. Additionally this position supervises the development of the Nuclear Deterrence Operations Strategic Planning Options and coordination and integraton of the NDO capabilities in the the AF's Strategic Plan and Design.
Duties:
Works with the Division Chief in planning, organizing, and overseeing the activities of the Division.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
Serves as the command focal point for establishing. developing, and maintaining effective working relationships with AFGSC officials, other MAJCOM Directorates, HAF, other Services (USN, USA), USG Agencies (e.g. DoE), DoD contractors and defense company officials.
HQ Air Force Global Strike Command (AFGSC) Plans and Programs Directorate, Programming Deputy Division Chief, shares with the Division Chief the responsibility for effectively achieving the goals of the organization and in the execution of all tasks and responsibilities assigned to the Programming Division.

- Incumbent is required to undergo a counterintelligence-scope polygraph examination.
- 10+ years leadership experience is required.
- Strategic Planning and Programming experience at the MAJCOM or HAF level is required.
- Training on EET/ABIDEs/PBES is highly desired.
- Master's degree is desired.
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
- Incumbent may be subject to other than normal duty hours.
- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

This position has been designated by the Air Force as a Testing Designated Position, (TOP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a range of quantitative and/or quantitative methods, including the Strategic Planning, Programming, Budgeting and Execution (SPPBE) process and the use of ETT, PBES and ABIDES, to participate in the assessment and improvement of military command level programs and plans for conducting major operations such as Strategic Deterrence; all facets of Nuclear Operations; all facets and phases of Conventional Operations, and associated war, mobilization, deployment, SPPBE, exercise, training systems, acquisitions or similar operations; Knowledge of military, including command level, program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of programming and planning actions related to actual events; and the relationship of the various entities involved in overall programming planning and execution of military test evaluations and operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a range of quantitative and/or quantitative methods, including the Strategic Planning, Programming, Budgeting and Execution (SPPBE) process and the use of ETT, PBES and ABIDES, to participate in the assessment and improvement of military command level programs and plans for conducting major operations such as Strategic Deterrence; all facets of Nuclear Operations; all facets and phases of Conventional Operations, and associated war, mobilization, deployment, SPPBE, exercise, training systems, acquisitions or similar operations.
2. 3. Knowledge of command programs as they apply to major weapon systems and mission support programs within AFGSC and throughout AFGSC's Wings.
4. Skill in in managing work operations of multiple organization segments and study teams to meet planning and programming requirements, goals, and objectives within available resources, including skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problem and issues of effectiveness and efficiencies during participation in Air Force Planning Choices, the Air Force Corporate structure and the OSD Program Budget Review process.
5. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinates. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintain good working relationships.
6. Ability to analyze, plan, and adjust work operations of subordinates, and other required organizations, to meet programming requirements and objectives with available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
