The primary purpose of this position is to serve as the first level supervisor, as well as the Chief, Concept Analysis Branch, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to AFGSC/A5PC, Concept Analysis Branch.

Duties

Plans, organizes, and directs the activities of the Concept Analysis Branch, ensuring that analytic methods, modeling and simulation, plans, programs and policy support the AFGSC Commander, A5/8 Director and A5P Division requirements and priorities. Exercises supervisory personnel management responsibilities. Represents the Division at higher levels within the organization and with other external organizations. Maintains operating proficiency on COMMAND Professional Edition modeling software, familiarity with Advanced Framework for Simulation, Integration and Modeling (AFSIM), data management software and techniques, air employment concepts and tactics, simulation methods and systems, nuclear policy, Joint and Air Force nuclear doctrine, Science and Technology initiatives and Combatant Command Operational Plans. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy secessions with other staff functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assigned programs.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Develops requirements, plans, and programs for nuclear weapons/ nuclear weapon delivery systems.
  • AF military nuclear operations experience is preferred to the successful performance of the work.
  • This is a Centrally Managed Position in the Logistics Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analyst Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the Joint Capability Integration and Development System, acquisition management process, requirements determination and management, and other acquisition initiatives and like processes. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structure, and operation of Department of Defense (DoD) and Air Force organizations that govern, interface with, and/or influence the requirements and major acquisition process. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the Joint Capability Integration and Development System, acquisition management process, requirements determination and management, and other acquisition initiatives and like processes. Knowledge of safety and security regulations, practices, and procedures. Knowledge of AFGSC nuclear and conventional weapons operational employment. Operating knowledge of COMMAND Professional Edition software suite and basic familiarity of AFSIM is required. Skill to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
