You will serve as a PROGRAM ANALYST (PERFORMANCE IMPROVEMENT & INNOVATION) in the Performance Improvement and Innovation Division, (Code 1400PI), Naval Foundry and Propeller Center (NFPC) (Code 1400), located at Philadelphia, Pennsylvania a detachment of NORFOLK NAVAL SHIPYARD.
Duties
You will plan, administer, coordinate, and provide guidance and counsel for the Lean implementation through the Division Head to the site Director,
the Innovative Team, Lean Office Champion, and Senior Leadership for the work assigned.
You will develop, maintain, and facilitate a comprehensive L6S Black Belt, Green Belt, and Value Stream Champion programs.
You will monitor and report on the status and progress of work, checking on work in progress and reviewing and analyzing completed improvements to determine if program goals have been met or require modification, etc.
You will plan, execute, and revise the CPI and Lean Training Program initiatives, both locally and corporately, through the L6SC.
You will oversee the Black Belt program in the analysis of systematic feedback control (operational and strategic analysis) covering program status and effectiveness to provide input to management planning and scheduling.
You will keeps abreast of new developments in the areas of process improvement.
You will provide support for implementing process improvement initiatives and programs with the underlying objective of improving the production and organizational efforts of the NFPC.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning, coordinating, and guiding Lean implementation projects, including working with senior, mid-level leadership, and production employees though a familiarity with foundry operations and best practices in Lean Six Sigma and process improvement, and the ability to align organizational initiatives with these standards.
Experience leading value stream analysis, rapid improvement events (RIE), DMAIC (Define, Measure, Analyze, Improve, and Control)
Experience mentoring teams in continuous process improvement (CPI) training that encompasses initiatives to train green belt, yellow belt, black belt, or Theory of Constraints CPI practitioners.
Experience coordinating, training, and guiding cross-functional teams in the execution of process improvement projects and Lean activities.
Experience effectively communicating with stakeholders at all levels to plan, execute, and manage multiple large, complex projects, including resource allocation, project scheduling, and performance monitoring.
