You will serve as a Program Analyst in the Business Financial Division, Machinery Integration Test Facility Directorate at the Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV), Philadelphia Pennsylvania. Assignments involve financial execution of funding for various Aircraft Carrier, Submarine, Expeditionary, and Surface Ship Research Development Test and Engineering (RDT&E), Construction, and In-Service Acquisition Programs.

Duties

You will manage business relationships between customers, sponsors and the Warfare Center communities. You will provide overall program oversight responsibilities for all projects. You will provide oversight of work adjudication and customer satisfaction processes. You will identify the technical requirements needed to prepare best value for the customer. You will ensure that the Division serves as a smart buyer, representing the interests of the Navy in its technical solutions. You will ensure that tasking is accepted and assigned to appropriate Divisions of internal product lines/performing activities for execution.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing issues and developing recommendations to resolve problems relating to effectiveness and efficiency of work operations for a Naval Surface Warfare Center technical program. Examples of Qualifying Experience may include developing financial briefing material; running financial reports on reimbursable and/or direct cite funding from ERP; demonstrated understanding of Working Capital Fund and financial processes.
