You will serve as a Lead Program Analyst in the Property Management Division, Code 1071 of the Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
Duties
You will review/screen purchase requisition for material procurements, prepare reports, recommendations, correspondence, process contract, purchase card, MILSTRIP and funding documents and other documentation as required.
You will negotiate with management to accept and implement recommendations involving substantial resources and extensive changes to projects/programs.
You will develop and instructs purchase requisition training.
You will identify and resolve issues in order to coordinate Command purchase requisitioning program policy and compliance requirements. coordinates the work and resolves difficult and precedent setting problems.
You will analyze purchases requisition helpdesk support requests and recommends training courses.
You will make decisions and recommendations to Command management related to difficult and complex problems/conditions which develop during the purchase requisitions process and implements changes into current processes.
You will evaluate key organizational program/projects and issues concerning purchase requisition actions, functions, program operation, financial analysis, business operation and resources use.
You will serve as the MILSTRIP, subject matter expert for the Command.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
For the GS-13:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and managing purchase requisitions by analyzing and implementing processes to successfully support the command projects.
For the GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning or managing purchase requisitions by analyzing and implementing processes to successfully support the command projects.
