You will serve as a SUPERVISORY MANAGEMENT ANALYST in the Administrative Office (Code 1404) of the Naval Foundry and Propeller Center (NFPC) (Code 1400), at Philadelphia, Pennsylvania a detachment of NORFOLK NAVAL SHIPYARD.

Duties

You will coordinate a full range of administrative activities related to NFPC personnel. You will provide implementation guidance and instructions as needed to ensure all aspect of hiring for NFPC align with NNSY policies and procedures. You will review, analyze, and interpret OPM, DoD, and NAVSEA, FLTHRO policies that impact personnel You will interview candidates, recommend appointments, promotions, reassignments, or details based on priorities. You will provide management assistance and consultant services to all C1400 divisions in the development, implementation, and maintenance of the organization. You will recommend selections for subordinate positions and makes decisions on related to non-routine training needs, serious complaints, and group grievances. You will approves leave, recommend performance standards and ratings, evaluate the work performance of subordinates, and give technical, expert, or general administrative advice to subordinates. You will evaluate subordinates and review official evaluations.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in administrative processes used within a Naval Shipyard (RPAs, DPMAP, DCPDS, PDs); Experience selecting, directing, and supervising a subordinate staff and to effectively delegate authority; Experience in the primary functions, organization, and work processes and programs of the various Shipyard departments, divisions, and branches; Experience in making oral and written presentations that explain strategy, resolve complex problems, provide detailed recommendations, and respond to requests for data Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
