Duties

You will analyze the Public Works Department execution of program funding, historic trends, and changes to budgetary requirements. You will assist the commands regional program directors in the development and review of program controls by providing site-specific information. You will develop reports, analysis, graphs, databases, and other products to track execution against developed controls and budget targets and to capture historic trends. You will identify areas of over execution, potential charging errors, or other anomalies in execution of the commands programs.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Explaining all funding variances in comparison to established controls and execution plans. 2) Tracking funds execution by managing and analyzing charges to identify irregular or inaccurate information. 3) Gathering and consolidating information from various sources to analyze and update databases and spreadsheets. 4) Advising senior management officials on funding execution against budget targets to identify cost overages and funding excess or shortages. qualification requirement. Education

The following education may be substituted for the specialized experience requirements specified above:

FOR GS-11: Have a Ph.D. or equivalent doctoral degree in a field that gives the gives the knowledge, skills and abilities to do the work or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR:
Have a combination of experience and graduate education as described which, when combined, is equivalent to 100% of the qualification requirement.
