About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the INSCOM, Mission Support Command, Assistant Chief of Staff, G-8, Fort Belvoir, Virginia.
Duties
Serves as subject matter expert and independently performs a variety of work within the general budgetary areas of execution, review and analysis, and financial reconciliation.
Participates with the division chief in daily distribution of workload and setting of priorities for the other command budget analysts within the division.
Develops budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required.
Advises and recommends solutions on all aspects of the headquarters budget processes and applicable programs.
Performs liaison and coordination with representatives of various government agencies and elements within INSCOM.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
