This position is located at VA Black Hills Health Care System (VABHHCS) while serving under Health Administration Service/Business Office. VABHHCS has two primary campuses located in Fort Meade and Hot Springs, South Dakota. The employee serves as the supervisor for the staff responsible for answering and transferring health care system telephone calls and staff responsible for scanning documents into the electronic medical record.
Duties
Major duties include:
Supports all Health Administration Service/Business Office programs and activities
Performs daily operations of the Medical Records Scanning Unit and Operator Unit with the responsibility of resolving daily problems timely and accurately
Serves as the business liaison between the agency and the private contractors
Monitors contractors progress in performing tasks, compiles inspection reports and recommends contract terminations or modifications as required by position and specific contract(s)
Plans for, organizes, administers, and directs how the support services work will be accomplished for the organizations served
Follows directives in a timely and accurate manner and does not wait until the deadline to ask clarifying questions
Plans and directs programs that provide total support services functions that require the application of highly specialized knowledge and skills
Provides direct supervision to staff in a positive manner
Work Schedule: Monday-Friday, 7:30 a.m. - 4:00 p.m. (work hours may be further discussed during the interview)
Telework, Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 for the occupation in the organization. Examples of specialized experience would typically include: perform file room duties such as record maintenance, record tracking, scanning/importing/indexing, purging and retiring records; provide supervisory support such as training new employees, monitoring staff workload and productivity, providing weekly status reports, etc.; collaborate and maintain communication with various departments within the facility, outside agencies and private contractors; and prepare various correspondence such as emails, letters, documents and reports.
In addition to the specialized experience (noted above) there is also a driver's license requirement: Must possess a valid U.S. state-issued driver's license or be able to obtain a valid U.S. state-issued driver's license by entrance on duty.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. The work is primarily conducted in a sedentary position with repetitive motion and some twisting while imaging, with limited occasional bending, stretching, stooping, and walking. Walking between locations of supervised staff required. Travel to other campus or designated site occasionally required. Lifting of a maximum of 10 pounds.
Work Environment: Primary workstation may be located in a general open office setting shared with other File Room staff or in a separate office or location dependent upon space availability. Environmental, ergonomic, and work safety practices are observed. Position requires completion of all mandatory safety training.
