Program Assistant supports key functions as an Education Service team member by providing education and staff development activities for the VA Black Hills Care System to include both major medical centers, a large multidisciplinary outpatient clinic and several outlying Community-Based Outpatient Clinics (CBOCs). The Program Assistant reports to the Chief of Education/Designated Learning Officer (DLO) and is responsible for facilitating the continuing education process and primary timekeeping.

Duties

Facilitates process to accredit local facility education and training programs, providing professional continuing education units (CEUs) for employees Liaison between Designated Learning Officer (DLO), facility planning committee(s) and the Employee Education Service (EES) Accreditation Unit Collaborates with Designated Learning Officer and Employee Education Service to assure strategic alignment of educational activities, establish clear guidelines for planning committees and ensure standards are met for all accreditations Assists with receiving and screening visitors and answering phones; directing persons to appropriate areas and taking/receiving messages. Plans, coordinates, and accomplishes a variety of program support tasks such as maintaining training supplies/equipment, updating training events calendars, organizing workspaces, setting up classrooms for training, etc. Enters electronic requests for ordering office supplies, work orders, computer access, requests for office equipment and furniture, and forms to request printing and reproduction services. Completes special projects in support of Education Service; may include policy development and/or technical/program activities. Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Performs basic data analysis and uses information to prepare and type a variety of documents such as meeting agendas and minutes, letters, memoranda, etc. to final form. Schedules appointments, coordinates meetings, and schedules conferences and trainee orientations Accurately and timely prepares meeting agendas and minutes, maintains files of minutes, and follow up actions with appropriate staff members, committees, and Councils Researches and analyzes data for a variety of reports and documents for internal and external customers. Serves as Automated Data Processing Application Coordinator (ADPAC) (i.e., in-processing all health professions trainees/students/residents entering VA health Care System) Submits New Hire Access requests for network accounts for all student/trainees Assists trainees with electronic signatures, computer system login procedures, etc. Knowledge and application of general computer operations and technical skills in order to provide PC support, troubleshoot issues, and perform routine maintenance of PCs. Completes quarterly Automated Data Processing Application Coordinator audits with supervisor review and submits results to Information Security Officer (ISO) Primary Timekeeper (i.e., manages timecard responsibilities, ensures accuracy, resolves discrepancies, issues, and documentation) May perform other duties as assigned Work Schedule: Full-time Monday-Friday 7:30am-4:00pm Compressed/Flexible: Not Authorized Telework: Not Authorized Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: functioning as primary timekeeper; assisting with greeting and directing visitors, answering phones and taking/receiving message, scheduling appointments, meetings, conferences and trainee orientation; knowledge of general computer operations and software to provide PC support, troubleshooting and routine maintenance; researching and analyzing data for generation and submission of a variety of reports and documentation (i.e. incoming and outgoing correspondence, meeting agendas and minutes, reports, letters, memoranda, accreditation of education/training activities and maintaining education activity, etc.) in final form. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary in a typical office setting, with some walking, standing, bending, and carrying of light to moderate wright items. Work requires long periods of sitting in one position for typing and other duties, including use of personal computer.
