This position is in the Department of Veterans Affairs, VA Healthcare System, Orlando, Florida. The employee serves as the Financial Administration-Accounts Receivable Technician for Fiscal Service. The position accepts and supports the mission, vision, and guiding principles of the Orlando VA Healthcare System (OVAHCS-Station 675).
Duties

The non-healthcare accounts receivable program is a reimbursable and refund program, authorized by law, to recover reasonable value of the cost of sharing agreements rendered to outside entities and monies due from employees, ex-employees, and vendors. The administrative processes that impact this program are the collection of receivables, billing, account management, follow-up of receivables and collection management.
This position requires a hands-on working knowledge of VA regulations, public laws, directives, policy memorandums regarding billing and reimbursement from veterans, employees, ex employees, and vendors.
This position performs financial management of accounts receivable debts, working with human resources, budget, accounting, auditing, and payroll departments.
The incumbent designs, compiles, analyzes and interprets reports and statistical information relevant to the non-healthcare debt program and uses it to make or recommend changes to correct deficiencies. The incumbent prepares reports in a fashion suitable for forwarding to top management and beyond.
The incumbent is responsible to review any correspondence via email or US mail for possible action. The incumbent provides supporting documentation to Accounting for refunds and is responsible to mail all letters generated the previous day on all new bills of collection and follow up correspondence.
The incumbent is responsible for all follow-up for outstanding non-healthcare debt. The incumbent is responsible to refer debts for current employees to payroll for salary offset when appropriate. The incumbent will post non-healthcare payments received from the Treasury Offset Program (TOP) and salary offset.
Researching and examination that consists of obtaining reasonable assurance by obtaining sufficient, appropriate evidence on the waiver package on the subject matter. Following regulated policies and procedures and research as determined if a collection is against equity and good conscience and/or not in the United States best interest. Research for no indication of fraud, misrepresentation, fault, or lack of good faith by the debtor/employee.
Work Schedule: Monday - Friday (7:30am - 4:00pm)

Qualifications
To qualify for this Financial Administrative Specialist, GS-0501-7 position, select one of the following responses below:
One (1) year of specialized experience equivalent to at least GS-5 grade level in the Federal Service. Specialized experience is possessing knowledge of department budgetary and financial methods and practice to perform routine continuing assignments to determine obligations, expenditures, and requested allotments are within funding limitations and regulations in approved budget; extracting, reviewing, and analyzing numerical information such as monthly expense statements, budget requests, and cost estimates in order to prepare reports and analysis; categorizing and analyzing quantitative data to analyze budgetary and accounting activities. One full year of graduate level education or a completed bachelor's degree with Superior Academic Achievement (SAA) in a related field that equips you to perform the work of a Financial Administrative Specialist. Equivalent combination of specialized experience and graduate level of education as described above to meet total experience for GS-7. To calculate the combination of experience and education, determine the amount of experience you have as a percentage. Then determine the amount of education you have as a percentage. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. NOTE: This education must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Are of the type that would normally occur in an office environment. Incumbent is subject to normal pressure in meeting accounting deadlines (monthly/quarterly reconciliation and end of year close out). Work is primarily sedentary but may require some walking, bending, standing, lifting, stooping, climbing stairs, carrying computer reports, files, manual and ledgers.
