About the Position: This position is to fill a vacancy within the PEO STRI-ST Soldier Training located in Orlando, FL. The Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) mission, "Rapidly develop, deliver and sustain training, testing diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel.

Duties

Develops and provides oversight of PEO Simulation Training and Instrumentation programs budget formulation and execution. Analyzes programs and program guidance and instructions to ensure compliance with prescribed regulations, laws, and policies. Prepares annual spend plans/phased obligation plans, monitoring obligation rates and adjusts as necessary to ensure target obligation rates are met for all assigned programs. Analyzes variances from performance goals and makes recommendation to higher echelons for improvements. Performs analysis of financial and cost data on a regular basis and by specific request. Provides financial advice on complex financial issues and assessments of implementing decisions impacting acquisition programs. Initiates and tracks reprogramming/realignment actions as required and adjusts funding profiles to react to unforeseen circumstances. Coordinates with program managers and combat developers to provide the entire financial layout (unit cost for program data by EOC/program element) for the system lifecycle cost estimate for submission into the Program Objective Memoranda (POM). Analyzes multiple year financial management execution trends and develops predictive factors. Researches historical fixed costs, variable costs, and one-time costs and determines impact on total command resources. Develops resource execution forecasting models, tools, and strategies for the command staff personnel use in the planning, programming, and budgeting processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner certification in (Business - Financial Management-K) within 60 months as of entrance on duty.
  • This position requires FINANCIAL MANAGEMENT CERTIFICATION LEVEL 2 (FMC02). Selectees must obtain Level 2 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementOral CommunicationReasoning This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
