This position is located in a Consolidated patient Account Center (CPAC) in the organization of the Chief Finance Officer (CFO) with the incumbent serving as the manager of the Accounts Management Department. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.

Duties

Exercises management responsibility for Accounts Management activities for all the facilities assigned to the CPAC. Implements and manages all aspects of financial analysis and reporting on patient accounts activities for CPAC clients. Develops and implements strategic goals and objectives for the Accounts Management Department, ensuring that these fulfill both client and CPAC needs. Provides managerial guidance and direction to the full range of activities involved in analyzing the fiscal position of each CPAC client. Develops and implements information systems to provide analytical and reporting capabilities on patient accounts for CPAC clients. Analyzes and evaluates information needs in order to develop appropriate report content, timing, format and delivery. Exercises delegated personnel management authority for assigned staff. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and VHA policy. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA Staff) in a courteous, tactful, and respectful manner. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS 12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and/or interprets guidance on financial management aspects in a healthcare environment. Develops criteria for evaluating the effectiveness of a program. Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives. Develops work plans, goals, and objectives for the long-range implementation and administration of the program. Develops and implements analytical reporting applications that complement and enhance client reporting capabilities. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Analytical ReasoningCommunicationPlanning and EvaluatingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
