This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides direction to teams overseeing grounds, facility repairs, municipal services, and facility management services.
Duties
Performs supervisory functions in directing work operations of subordinate positions in the Branch.
Acts as the senior Contracting Officer’s Representative for the facility sustainment contracts.
Develops statements of work and cost estimates for project work.
Assists the Division Chief in development of the DPW sustainment, restoration, and modernization annual work plan requirements for execution by the division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position has been designated "Mission Essential". In the event of severe weather conditions or emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires the employee to pass and obtain a Contract Officer’s Representative (COR) certification within 6 months of employment.

Specialized Experience: One year of specialized experience which includes providing engineering expertise for a variety of complex contracting projects; applying engineering principles to review designs and specifications and negotiates contracts; evaluating technical specifications and proposals for all phases of contracting procurement process.; AND establishing long-range engineering and project objectives applicable to maintenance, repair and services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
