This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Contract Management Branch Chief plans and directs the work of and supervises a staff of quality assurance evaluators.
Duties
Studies, interprets, and implements regulations and directives, analyzes program requirements, develops division policies and operating procedures, and plans for accomplishment of major and complex work operations on a long-range basis.
Applies a professional knowledge of civil, electrical, mechanical engineering and contracting to provide technical and administrative direction for engineering technicians, contract specialists, and quality assurance specialists.
Coordinates contract work, ensures accomplishment of contract requirements, and ensures schedules are met.
Reviews estimates submitted by contractors for engineering feasibility, compliance with policies, and reasonableness of cost, ensuring that statutory (or regulatory) limits are not exceeded.
Develops and executes recurring service contract program goals and objectives, long-range planning activities, formulation of budgetary requirements, equipment requirements, and prioritization of repair and maintenance projects.
Serves as a lead Contracting Officer's Representative for regional construction and repair contracts.
Supervisory responsibilities include, but are not limited to, planning the work to be accomplished by subordinates, evaluating the work performance of subordinates, and identifying training needs for the branch.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires that the employee obtains the Contractor Representative Certification within 6 months of employment.

Specialized Experience: One year of specialized experience which includes providing engineering expertise for a variety of complex contracting projects; applying engineering principles to review designs and specifications and negotiates contracts; evaluating technical specifications and proposals for all phases of contracting procurement process.; AND establishing long-range engineering and project objectives applicable to maintenance, repair and services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
