This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Supervisory Engineering Technician, you will be developing plans and solutions for managed activities, providing advisory assistance and comprehensive technical advice, and managing services essential to the operation of programs and projects.
Duties
Supervises and provides direction to teams overseeing grounds, facility repairs, municipal services, custodial, and various other facility management services.
Provides management and oversight for the DPW maintenance service contracts and requirements construction projects.
Plans and assigns work to subordinates based on work priorities, consideration of difficulty and requirements of the work; and gives advice, counsel or instruction to employees on both work and administrative matters.
Serves as the senior Contracting Officer?s Representative for the facility sustainment contracts; provides contract personnel with interpretation and explanation of specifications, requirements, terms, and conditions as they relate to the contract.
Develops statements of work and cost estimates for project work; prepares proposals for pre-bid evaluation plans and Independent Government Cost Estimates (IGCE).
Performs technical analysis to prepare Performance Work Statements (PWS) or Scopes of Work ( SOW), Quality Assurance Surveillance Plans (QASP), and development of technical exhibits.
Analyzes electrical, mechanical, and sanitary facilities for optimum efficiency and initiates projects to improve operations.
Performs engineering inspections, develops technical documentation, and prepares analytical reports on the condition of properties, roads, bridges, pavement, elevated structures, storage tanks, pressure vessels, and utilities systems.
Designs and prepares drawings, specifications, and cost estimates for service contracts; coordinates designs with using agency and DPW elements.
Reviews and provides comments on engineering plans, specifications, cost estimates, design analyses and economic analyses prepared by the Master Planning Division and other engineering activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position may be subject to recall in cases of severe weather or emergency maintenance situations.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service providing direction to teams overseeing grounds, facility repairs, municipal services, custodial, and various other facility management services; developing long range plans for focus areas of facilities and maintenance to include but not limited to painting, flooring, roofs, asphalt/concrete roadways, and grounds; AND providing management and oversight for the DPW maintenance service contracts and requirements construction projects.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
