About the Position: Incumbent serves as the Anti-Terrorism Officer ensuring that the program is supported by a comprehensive Anti-Terrorism Plan.

Duties

Implement the Installation level Anti-Terrorism/Force Protection Plans. Coordinate with subordinate, operational/planning staffs and commands to secure full participation in the program. Conduct annual Anti-Terrorism program assessments and prepares annual reports that measure the program effectiveness. Interpret established policies, procedures, organization structures, staff patterns, space allotments, and resources to ensure problems are considered in developing the Anti-Terrorism Plans. Advise the Command Group in Force Protection matters to include Levels I and II Terrorist Awareness Training and all other training requirements. Identify organizational training deficiencies by conducting post-exercises analysis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed Secret background investigation.
  • Temporary Duty (TDY) travel may be required up to 15% of the time.
  • Position is designated "Mission Essential". In the event of severe weather conditions or other emergency (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • May be required to work both planned and unplanned overtime.

Specialized Experience: One year of specialized experience which includes: Assisting in the development and management of Anti-Terrorism plans; Implementing annual exercises to test compliance and readiness with published Force Protection/Anti-Terrorism Plans; Providing technical advice to senior level officials on anti-terrorism program standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management or Counter-Terrorism. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
