About the Position: Serves as Personnel Programs Manager with responsibility for management, oversight and integration of a variety of programs designed to support the well-being and personal development of the Soldiers, Civilian employees, Family members retirees, contract personnel, and others who comprise the Garrison community.
Duties
Provide technical and administrative supervision of administrative, professional, and technical personnel engaged in directorate operations.
Advise on implementation of policies and programs to the Garrison Commander (GC), Garrison Manager (GM), Deputy to the Garrison Commander (DGC), and Deputy Garrison Manager (DGM).
Provide expert advice on policy, directives, and guidelines on a full range of matters pertinent to assigned functions.
Responsible for the final review and recommendation on the Financial Program and Budget Plan for assigned programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) may be required up to 10%.
- Position may be designated as Key, Mission Essential, or Emergency Essential.
- Position may be designated as Key. Position designated as key may not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency or office to function effectively.
- Position may be designated as Mission Essential to perform essential duties defined as critical and essential regardless of weather conditions, emergency situations, or general dismissal.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) managing high level programs focusing on program accomplishment and coordination within the organization; 2) compiling, initiating, and directing courses of action to resolve high level program challenges; 3) drafting and briefing after action reports assessing program timeliness, efficiency, and effectiveness; 4) strategic planning future operations within a military department.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
