Duties

Joining Customs & Border Protection (CBP), Acquisition Portfolio Management Directorate, will allow you to utilize your expertise to perform a variety of budget related functions involving budget execution, budget formulation, budget analysis, budget tracking, budget development, and budget support activities. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10). In this Budget Analyst position you will become a key team member of Homeland Security professionals involved in planning, evaluating, reviewing and prioritizing financial resources associated with assigned programs which are of prime importance to the CBP mission; managing financial aspects of an acquisition program throughout the total acquisition lifecycle; advising acquisition decision makers on business and financial management of a program, interprets; and applying fiscal/appropriation laws, policies and directives as required for successful program planning and execution. Typical Work assignments include: Preparing, analyzing, and forecasting budgetary and financial information to evaluate continual change in program plans and funding and its impact on financial and budget program milestones. Collaborating and advising in the planning, organizing, prioritization and scheduling of work within the acquisition programs. Advising leadership on budget planning and funding and analyzing budgetary relationships to develop recommendations for budgetary actions under uncertain conditions or due to short and rapidly changing deadlines, guidance, or objectives. Consulting with program managers to develop spend plans to support program schedule and establish targets and translate program requirements into budget submissions to support resource allocation planning and decisions.

Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing, developing, and forecasting budgetary and financial information. Utilizing acquisition management processes and strategies to align long-range and short-range budget planning and budget guidance with program policies and objectives. Identifying, analyzing and resolving budgetary problems such as development of alternative methods of funding and altering program budget requests to mitigate and/or control future program risks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/13/2024. Current and former federal employees may be required to serve or complete a probationary period.
