About the Position: Serves as the Financial Management Analyst with responsibility for coordinating overall team efforts in the development, formulation, and execution of direct, allotted and reimbursable programs.
This is a DEMO position at the DE-04 level; the DE-04 pay band is equivalent to the GS-14 steps 1 through 10 grade level.
Duties
Maintain a continuous review of funds availability in relation to programmed objectives, as well as to ensure adequate funding for payroll, travel, and other mission essential activities.
Maintain availability of funds and monitors year-end closing to ensure proper and full use of funding with no anti-deficiency violation.
Develop and implement improved analytical tools and methods to achieve increased effectiveness and efficiency in documenting, executing, and responding to financial, contracting, and program issues.
Provide technical oversight and quality control of team member products.
Provide financial [or budgetary] review of actual program execution and performance, investigates abnormal deviations or problems, and recommends reprogramming actions or solutions to problems, as applicable.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial period may be required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is a Financial Management Level 3 Certified position. (see additional info section for more).
- Must sign TERM and Obligated position statement of understanding if selected.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee.
Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience which includes providing guidance on planning, programming, and/or budgeting; developing long and short range budgetary plans; preparing budget justification statements; and developing resource strategy courses of action for leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS-12).
