The Hearings and Information Division (H&I) is one of two divisions in the Office of the Secretary. The H&I Division implements the Commission's Freedom of Information Act (FOIA) program. The H&I Division maintains the official records, publications, forms, and official documents of the Commission, and is also the principal point of contact for the public concerning hearings. HID staff arrange, prepare, schedule, and manage all public hearings and administers oaths.
Duties
Works with Agency Records Manager for approval of disposition schedule
Coordinates with Docket Services staff to accomplish scanning of records, including publications
Retrieves records from storage facilities as necessary
Ensures compliance with all National Archives & Records Administration (NARA) regulations for disposition of records
Quality control in processing of all forms
Updates and maintains forms catalog
Processes requests to modify, create, or retire internal USITC forms
Acts as liaison between OSE and CIO
Destruction schedule and certifications
Coordinates processing of all post-hearing exhibits
Works with Agency Records Manager for approval of disposition schedule

Ensures compliance with all NARA regulations for disposition of records
Assists supervisors in maintenance of internal control documentation
Requirements
- You must be a U.S. citizen or national.
- You may be required to serve a one-year probationary period.
- You are required to register for Selective Service if you are a male born after 12/03/59.
- You will be required to pass a background investigation and fingerprint check.
- Must be able to obtain/maintain a secret security clearance.

BASIC REQUIREMENT
To qualify at the GS-11 level, you must have one-year of specialized experience equivalent to the GS-09 obtained in the federal or private sector which demonstrates creating, maintaining, and preserving federal records; creating and maintaining files plans; storage and retrieval of sensitive non-public documentary records and electronic records; designing and maintaining forms in PDF format; creating and maintaining internal control documentation; familiarity with National Archives & Records Administration (NARA) regulations.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree.
or
Ph.D. or equivalent doctoral degree.
OR
Combination of education and experience that meet the qualification requirements for this position.
To qualify at the GS-12 level, you must have one-year of specialized experience comparable to the GS-11 or equivalent level in the federal service or experience in the private sector which demonstrates: creating, maintaining, and preserving federal records; creating and maintaining files plans; storage and retrieval of sensitive non-public documentary records and electronic records; designing and maintaining forms in PDF format; creating and maintaining internal control documentation; experience implementing National Archives & Records Administration (NARA) regulations.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
