The incumbent serves as a Division Director in the U.S. Department of Agriculture (USDA), Rural Development (RD), Business Center (BC) Operations Office (OO), Enterprise Office (EO), Records and Information Management Division (RIMD). Remote/Virtual: No The selectee will be require to report directly to a USDA, Rural Development office located in Washington, D.C or Saint Louis, MO.

Duties

Manages all aspects of Rural Development's records and information program, which includes coordinating Freedom of Information Act (FOIA), Privacy Act and Tort Claim responses and records management. Ensures compliance with all applicable legal and regulatory requirements. Oversees the development and administration of programs, operating procedures, projects, systems, and policies for division functions. Leads strategic planning for Records and Information Management and ensures consistent program design and delivery. Participates regularly with USDA and Rural Devlopment leadership in planning, recommending, and formulating policy and/or action plans.

Requirements

  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.) At the GS-15 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level that demonstrates: manages all aspects of records and information program, which includes coordinating Freedom of Information Act (FOIA), Privacy Act and Tort Claim responses and records management, manages the disposition of records held or created by an organization, provide technical advice and guidance on records and information management requirements and systems, conduct annual reviews of decentralized agency records and information, and generate records results, including internal and external reports. There is no education substitution for this grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0308 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
