This position is located in Office of Executive Secretary, Secretariat Staff (S/ES-S). S/ES-S is the primary point of contact and principal advisor to the Executive Secretary, the Offices of the Secretary, Deputy Secretary, Counselor, and the Under Secretaries. The Supervisory Records and Information Management Specialist supervises the Correspondence, Records, and Staffing Division and plans and directs the activities of the Division.
Duties
Serves as records management expert with respect to Department of State's records management policies, business processes and related strategic matters for the Executive Secretariat and all offices falling under the Office of the Secretary.
Serves as consultant and technical advisor to the Executive Secretary and Department leadership on all matters related to the maintenance of the Department’s records, as well as the preservation of vital historical records.
Manages complex analytical work, facilitates development and conduct of records management projects that covers the entire records management life cycles, including historical material maintained in the ES to the Electronic Records Service Center.
Determines policies to update Cascades, the records management and briefing materials archive; makes determinations for implementation of new information and records management requirements, procedures, programs and systems.
Advises management officials, technical experts and program managers on the advisability and feasibility of adopting new policies and systems for their integration in the Department’s information and records management systems.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing guidance on the management of imaged, electronic, and hard copy records;
Experience making determinations for the implementation of new information and records management requirements, procedures, programs and systems; AND
Experience coordinating and conducting records management compliance reviews.
There is no substitute of education for specialized experience for the GS-15 position.
