Duties
Responsible for overall management, control, coordination, and execution of Command's facility program.
Conducts studies and draws up proposals and specifications for new or expanding facilities based on workload trends, mission changes, establishment/disestablishment of physical spaces, etc.
Creates/coordinates business case requests packages for new facility project approval and funding and develops integrated management plan/project schedule for each project and phase.
Collaborates with multiple resources to identify requirements IAW DoD and GSA regulations and directives and participates in various meetings with other components and in Facilities Management Board (FMB) project programming decisions.
Reviews and analyzes data and cost estimates to assure assumptions and requirements are stated properly and are reasonable.
Serves as the Command Performance Management expert, responsible for strategic, technical and business operations analysis and assessment efforts.
Prepares/coordinates briefings, special reports, and responses to data requests for use by Senior Leadership and higher Headquarters.

- Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Qualifications
To qualify for a Management and Program Analyst (Special Programs) your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Conduct studies of future physical space requirements and identify space, utility, and security requirements, and draw up proposals and specifications for new facilities.
Create and coordinate business case request packages for new facility project approval and funding.
Develop an integrated management plan/project schedule for each project and phase.
Perform or participate with other components on-site facility inspections during various project phases e.g. design, construction.
Generate supporting data and analysis in the form of documents, charts, spreadsheets, and briefings in response to Command and higher-level inquiries
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
