The incumbent will serve as the Management Analyst to the Northeast Ohio VA Healthcare System Executive Leadership team of the (Medical Center Director, Deputy Director, Associate Director, Associate Director of Patient Care Services & Chief of Staff) at a Level 1a VA Medical Center with 18 locations of care. This incumbent will be responsible for the management, coordination, review and timely submission of all reporting actions on behalf of the Healthcare System.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties include, but are not limited to: Provide ongoing analysis and reconciliation of large amounts of data, various reports, and responses to VISN and VACO requests, requiring workflow management of a large volume of complex tasks, collaboration with subject matter experts on issue regarding clinical, operation and policy issues. Apply advanced analytical and evaluative methods and techniques to issues or studies concerning administrative support functions across the healthcare system for use by the Medical Center Director, Associate Director, Chief of Staff and VISN Director. Conduct studies of health care system programs and operations, and makes recommendations for improvements to reduce cost and increase efficiency and effectiveness without compromising customer service. Identify problems or potential problems within the facility that impact the ability to provide good customer service and/or quality care, and makes recommendations for corrective actions. Collaborate with all clinical and administrative services and Service Chiefs within the Medical Center providing recommended solutions to meet various VISN and VA Central Office requirements. Recommend improvements in program operations and promote efficiency and cost savings. Provide executive management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations. Participate in discussions, meetings, and conference calls with all levels of management officials and employees to share information. Responsible for leading and/or actively participating in projects requested by top management. Coordinate all aspects of each special project to ensure that objectives are achieved. In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; communicate suspense's and requirements to all services; gather and analyze basic facts and draw conclusions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level for the Management Analyst position. This is determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathering and analyzing a wide variety of data; maintaining records, preparing administrative and statistical reports, assuring compliance with review process, and monitoring compliance with program requirements; designing, developing, evaluating, modifying and implementing projects and programs to meet current health care industry and agency requirements; apply advanced planning, organizational and management principles and practices; apply performance improvement processes, tools, and techniques; skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above to qualify at the GS-11 level for the Management Analyst position. You have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position (Your first 2 years of graduate study are not qualifying for GS-11. (Transcripts must be submitted). You will be rated on the following Competencies for this position: Administration and Management Attention to Detail Health Information Exchange Communication Financial Management Planning and Evaluating Analysis and Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although may involve periods of walking or standing to observe work operations. Requires use of computer, telephone, and other office equipment on a daily basis.
