The VA Northeast Ohio Healthcare System is recruiting for an Supervisory Program Analyst. The Supervisory Program Analyst will function in the Clinical Profile Management section of Informatics and Analytics Service, the incumbent is responsible for management, assessment, design, integration, modification, maintenance, and analysis of Clinic Profile Management.
Duties
The Supervisory Program Analyst duties include, but are not limited to:
Provides leadership in the development and oversight of the Clinic Profile Management section through informatics and analytics practice.
Establishes effective clinical and administrative systems, designing useful decision support systems for new clinic builds and modifications.
Managing and delivering educational experiences, enhancing growth and lifelong learning, and supporting innovation within the healthcare system.
Champion the improvement actions associated with clinic profile management, facilitate workflow design, and participate in the procurement, customization, configuration, implementation, management, evaluation, and optimization of all clinical information
systems as appropriate
Development of strategic plans for clinical and administrative systems.
Primarily responsible for the smooth transition from a clinic-based system to a resource based scheduling system with the deployment and transition of the new Electronic Health Record and Cerner scheduling system.
Supervises clinical profile managers who coordinate clinical/provider profiles and scheduling grids, including but not limited to clinic set-up and clinic maintenance.
Monitors and conducts annual reviews of accuracy of clinic profiles to ensure facility is capturing and transmitting workload accurately for maximum reimbursement, and workload credit.
Works with services to monitor grid validation and labor mapping appropriateness of Managerial Cost Accounting (MCA) identifiers.
Works with services to monitor count/non-count clinics.
Develops, coordinates, and trains all areas impacting profile management and trains other staff to perform similar duties and will delegate duties, as needed.
Work with the EHRM team to suit the needs of clinicians in support of clinic profile management through analytical data.
Integrates the best structure of clinics, based on national mandates and direction, facility needs, provider needs, patient needs, and data desired to be captured.
Work Schedule: Monday- Friday, Multiple tour options

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.

Physical Requirements: This position is largely sedentary but can require occasional travel and teaching situations. There are no special physical requirements for doing this work.
