The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Management & Program Analyst. The Supervisory Management & Program Analyst will function in Surgical Service.

Duties

The primary purpose of the Supervisory Management and Program Analyst position is to develop and implement administrative and analytical strategic planning to provide Surgical Services leadership with objectively based health systems information for making decisions and to ensure effective resource management in achieving the goals and objectives. This position monitors human resource management, trainee program management, and service policy and directive requirements. Duties include but are not limited to: Project Management 40% The incumbent independently reviews, interprets, condenses, and shares guidance on national, VISN, and facility directives and guidance related to surgical service business operations, clinical effectiveness, and efficiency standards and monitors. The Incumbent will plan and design short- and long-term analytical and evaluative strategies to formulate recommendations for improvements in efficiency and effectiveness of surgical service program operations. The incumbent advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised policies, regulations, and procedures. Actively participates in business operations resource meetings to develop share expertise and lead local planning regarding internal metrics and monitors internal data for staffing and productivity for surgery providers, access, performance measure, and surgery information systems. The incumbent will manage the Surgical Service Trainee programs across the multiple sub-specialties. Training Programs include Residency Programs, Fellowship programs, and Medical Student rotations. Incumbent ensures that all current training programs have the resources and administrative support and expertise to meet ongoing accreditation requirements of each program. Proactively engages Human Resources in on- and off-boarding Surgery residents, prepares reports relevant to accreditation activities, and ensures Service adherence with policy and requirements of the VANEOHS Allied Health Education programs. Surgical Service Administration 35% The Supervisory Management & Program Analyst responsible for creating an engaging office environment and positive interactions for all stakeholders within the facility and external entities. The Supervisory Management and Program Analyst works within the facility to ensure the appropriate level of communications relative to policies an procedures to oversee the day-to-day administrative operations. This position serves as the primary Service representative responsible for working with Human Resources Management Service (HRMS) in the following areas: recruitment, compensation, market pay reviews, promotions, awards, benefits, position classification, performance/position management, leave administration, training, disciplinary actions, grievance procedures, equal opportunity, merit promotions, and labor management relations. The incumbent will collaborate with the Medical Staff Office on credentialing and privileging requirements. They will provide information, as needed, for the Credentialing & Privileging Committee activities related to clinical staff in the Service. Provides oversight for all Medical Staffing related duties including all Professional Practice Evaluations (PPEs) for the service, monitoring expiration of credentialing/privileging, and communicating with providers, section chief, and the service chief to ensure timely completion, and Review credentialing and privileging forms for accuracy and omissions including requested privileges, setting, DEA number, required TMS courses, etc. Supervisory 25% As a GS-343-12 Supervisory Management and Program Analyst specialist, the incumbent maintains matrixed authority to strategically design, plan and distribute workload / projects between Management and Program Analysts, Trainee Program Specialist and administrative personnel across services and sites (generally GS-5-11), to attain short- and long-term objectives and policy adherence. In this capacity, they lead surgical administrative team meetings, and direct the personal administration and management work including delegating, coaching, and implementing corrective actions as needed for the team to ensure accuracy, consistency, and fidelity to project guidelines, and reliable outcomes reporting to leadership. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:00 AM - 3:30 PM, 7:30 AM - 4:00 PM, 8:00 AM - 4:30 PM EST (At supervisory discretion) Remote: This is a not remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Grade Requirements: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using a variety of analytical tools such as Pyramid Analytics, SQL, or Power BI to assess collected data. Assist program leadership in conducting special studies including developing reports, recommendations, and monitoring strategies. Communicate clearly and professionally with all levels of leadership, community stakeholders, as well as outside regulatory agencies via oral, written, and demonstration/presentation methods and techniques. You will be rated on the following Competencies for this position: Analytical Thinking Critical Thinking Project Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
