As a Management and Program Analyst with the Facilities Infrastructure Division, Systems Management and Operations Branch, you will serve as an analyst and advisor to management, responsible for policies, procedures, schedules, resources, procurement, contract funding and contract oversight for the Division. You will provide oversight of the Institutional Maintenance Operations and Repair (IMOR) contract, to increase productivity, efficiency, reliability, and sustainability.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
As a Contracting Officer's Representative (COR), support management of Test Facility Operations, Maintenance, and Engineering (TFOME) contract which provides engineering, technician, manufacturing, inspection, certification, and development support.
Serve as a technical liaison, Technical Representative, or a Technical Monitor between the contractor and the Contracting Officer. Monitor contractor performance and delivery of final products and/or services under the contract.
Develop statements of work, define resource requirements, and projects cost and completion objectives. Develop policies/objectives and define evaluation and appraisal systems while participating in negotiations and evaluating contractor performance.
Evaluate contractor efforts and assess progress in relation to schedule and resources. Report progress and/or problems in order to direct changes, resolve problems, ensure conformance to plans/specifications, and assist where deficiencies are noted.
Review, analyze, and approve requirements for contractor procurements to evaluate and initiate action on tasks. Advise team in Statement of Work (SOW) preparation, and prioritize task orders when conflicts arise or when resources are depleted.
Ensure the organization’s strategic plan, mission, vision, and values are communicated and integrated into the team’s strategies, goals, objectives, and work.
Contribute to development of Center's strategic plan for maintaining, sustaining and operation of Institutional Infrastructure (i.e., test facilities and related capabilities/assets). Plan and manage agency-wide program and project resources.
Communicate milestones to the team. Prepare reports and maintain records of work accomplishments and supporting information.
Conduct work in accordance with government and agency policies and regulations, and in accordance with the Strategic Plans, Strategic Action Plans, Program and Project Management Process requirements, and other directives and policy.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Supporting institutional complexes, test facilities, or campuses to increase productivity, efficiency, or reliability;
Analyzing regulations and guidelines in area of expertise (e.g., communications, legislation, business, or the Federal Acquisition Regulation (FAR) to provide guidance or recommendations;
Collaborating with a team to provide data preparation or analysis to support decision making, reports, and presentations to management.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Supporting large institutional complexes, test facilities, and/or campuses with centralized utilities to increase productivity, efficiency, and reliability;
Providing management support in area of technical expertise (e.g., communications, legislation, business, or the Federal Acquisition Regulation (FAR);
Collaborating with a team and providing data preparation and analysis to support decisions, reports, and presentations to management.
