The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Management and Program Analyst (Program Manager of Referral Coordination). The Supervisory Management and Program Analyst will function with the Referral Coordination Initiative team within Ambulatory Care Nursing Service.
Duties
The Supervisory Management and Program Analyst (Program Manager of Referral Coordination) duties include, but are not limited to:
Execute administrative and personnel management responsibilities related to referral coordination.
Lead, coordinate, plan, organize, and carry through to completion program plans, program/policy analysis, data collection, policy interpretation and evaluation, and analytical studies involving Federal and VA program and policies.
Proactively pursue ideas for possible cost containment in connection with community care efforts.
Partner with clinical and other functional leaders to drive cost down, open access comprehensive care, increase quality and encounters by identifying opportunities, designing action plans, developing/tracking key performance indicators (KPIs) and ensuring overall practice satisfaction.
Accountable for the daily operations of the service.
Ensure that agency policies and priorities are being followed.
Develop performance standards.
Evaluate work performance of subordinates.
Responsible for the provision of timely patient care related to Community Care delivered to patients through the Northeast Ohio VA Healthcare System (VANEOHS) through accountability for the successful operation of the Referral Care Coordination department and by assuring that the program meets its goals through direct collaboration with clinicians from Primary Care, Specialty Care, Rehab and Extended Care, Behavioral Health, Imaging, Laboratory, Prosthetics, Pharmacy, etc.) and with administrative programs such as Fiscal.
Develop strategic plans.
Forecast the requirements necessary for long range planning and model development.
Work Schedule: Monday-Friday; 7:30am-4:00pm or 8:00am-4:30pm with flexibility as needed.
Telework: Available; Regular 6+ days per pay period.

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must have at least one full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Management and Program Analyst (Program Manager of Referral Coordination). Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with healthcare professionals and organizational leadership to solve problems in support of the delivery of patient care and program/operational functions; experience running and supervising an administrative component of a health care system customizing in compliance, improvement programs, and operations; experience applying strategic planning and change management principles to prepare program operations for technological advancements; and developing internal review systems and actions to assure that clinical, educational, and administrative activities comply with applicable standards.
Preferred Experience: Advanced knowledge and professional experience in the managing of all VANEOHS and Interfacility referrals.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mainly sedentary. Travel is minimal; but will be required to the Community Based Outpatient Clinics if on site presence is needed. There may be some walking, standing, bending, carrying/traveling with items such as books and portable laptop.
