This position serves as the Program Analysis Officer to the Patient Care Services (PCS) Senior Executive Officers and functions as a senior consultant and confidential advisor on human resources (HR) policy, planning, organization, management, administration, and technical matters of exceptional difficulty for all PCS program offices.
This vacancy may be filled in Washington, DC or a location to be determined.
Duties

Major duties include but are not limited to:
Participates with top management of the program office in the decision-making process.
Serves as an internal consultant to PCS Senior Executives in areas of organization, development, project management, operations, and quality improvement.
Performs special studies and projects that can involve any aspect of operation and which may be of a highly confidential and complex nature.
Determines the breadth, depth, and methodology for special studies, analyzes the issue, and provides workable and alternative solutions.
Provides technical and administrative support in developing human capital strategic goals and implementing programs, policies. and procedures to achieve goals.
Assesses the effectiveness of programs, policies, and procedures and measures and monitors progress and value. Provides recommendations to enhance the effectiveness and efficiency of programs.
Advises reviews and collaborates on performance measurement program for the office which integrates performance goals of the Department and VHA.
Participates in senior-level meetings providing human capital information, updates, and progress.
Represents PCS on national workgroups and committees dealing with HR programs and Human Capital initiatives.
Serves as key advisor to top management regarding Federal personnel laws, rules and regulations, personnel practices, to include diverse areas such as Hybrid Title-38, Title-5 and Title-38 legislation and policy for all PCS program offices.
Supervises and directs the activities of the PCS Human Resources liaison staff. The position makes general and specific work assignments, hires, and evaluates the work performance of staff and assures that production and accuracy requirements are satisfied. Completes annual performance evaluations and approves leave for subordinates.
Work Schedule: Monday - Friday 08:00 AM - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Communicates well and deals confidently and effective with diverse officials from both the private and public sector regarding controversial issues.
Familiar with program and organizational goals and objectives of Patient Care Services (PCS) and VA.
Advanced management and organization principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines, and Human Resources processes.
Possesses broad knowledge and be able to apply analytical and evaluative methods and techniques to the activities and programs in the following areas:
The mission, goals, plans, organization, and operations of VA programs as well as the pertinent laws, regulations, policies, and precedents that affect VA.
Advanced technical knowledge in Federal personnel practices, laws, rules, and regulations.
Federal laws, rules and guidelines as well as private sector practices, policies and strategies relevant to Veterans benefits and services to include but not limited to the Government Performance and Results Act, and applicable Office of Personnel Management publications, VA and VHA publications, VA Office of Management and HR Management Letters, knowledge of legislative processes and other Federal departments and agencies such as Department of Defense, General Accountability Office, Office of Management and Budget (OMB) and the Office of Information and Technology.

Physical Requirements: The work is principally sedentary. No special physical demands are required. The work may require travel for short periods of time.
