You will serve as a ADMINISTRATIVE SPECIALIST in the Finance Department-PAC 11110 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will support the Branch as a budget and financial advisor to the NIWC Pacific Comptroller organization and will provide leadership to a team of analysts and Business Financial Managers.
You will be responsible for providing the full spectrum of NIWC Pacific budget formulation, execution and monitoring.
You will resolve policy issues and provides assistance on issuance of accounting, evaluation, management, internal controls, and risk management policy for the agency.
You will assist the development and presentation of all long-range plans, including submission of the annual Navy Working Capital Fund (NWCF) A-11 budget.
You will perform administrative analytical and evaluative work, demonstrate familiarity with financial terms and procedures, interpret and apply both internal policy and external regulations.
You will be responsible for the subject matter expert evaluation and examination of Research and Development (R/D) NWCF financial best practices to include budget principles, regulations, practices, methods and techniques in a NWCF environment.
You will complete regular reporting, including month-end financial close, financial reporting and budget execution reporting from Navy ERP, JUPITER, and ADVANA to assist stakeholders in decision making.
You will analyze and supports responses to component audits, inspections, and inquiries.
You will represent the Comptroller Office on cross-center initiatives as required.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NO-05:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band NO-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Formulating Navy Working Capital Fund A-11 budget, submission, and execution; reviewing financial transactions in Navy Enterprise Resource Planning (EPR) such as cost center execution reports, general ledger/cost element reports and/or prepares budget presentations and graphics.
NO-04:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band NO-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting Navy Working Capital Fund A-11 budget, submission, and execution; reviewing financial transactions in Navy Enterprise Resource Planning (EPR) such as cost center execution reports, general ledger/cost element reports and/or prepares budget presentations and graphics.

Education

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
