You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BUREAU OF MEDICINE AND SURGERY (BUMED) of NAVHLTHRSCHCEN SDIEGO.
Duties
You will formulate budget and estimates to support plans, programs, and activities.
You will review and evaluate budget requests.
You will develop, and interpret budgetary policies and practices.
You will provide advice on effective methods for the acquisition and use of funds to support the organization’s programs and activities.
You will assign work to subordinates based on employee’s capabilities, priorities and difficulty.
You will develop performance standards and evaluates employee performance.
You will identify and arrange for employee developmental and training requirements.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying fiscal law, policies, regulations, principles standards, and procedures related to financial management activities.
Experience utilizing financial management systems to extract data, identify and resolve budgetary problems, and report on obligations and expenditures of funding received.
Experience managing, allocating and monitoring financial resources to ensure resources are efficiently applied to meet organizational goals and objectives.
Experience preparing, reviewing and reconciling financial statements and financial reports to support management decisions.
Experience planning, setting priorities and scheduling work for subordinates to assure effective and expeditious accomplishment of priority work.
