You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the NAVHLTHRSCHCEN SDIEGO.
Duties
You will formulate budget and estimates.
You present and defend budget estimates before leadership authorities.
You will analyst and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will review and evaluate budget requests.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Managing short term, single year and multi-year appropriations to include key benchmarks required for Research Development Test & Evaluation (RDT&E) funds, specifically RDT&E appropriations specifically geared towards efforts performed by contractors and government installations to develop equipment, material, or computer application software; efforts performed in support of scientific research studies.
Planning, Programming, Budgeting, and Execution (PPBE) of funds in support of such efforts.
Providing executive level leadership by developing and maintaining internal and higher echelon partnerships.
Motivating and inspiring team members.
Navigating complex organizational change.
Explaining financial principles, policies procedures, and laws to staff members and organizational leaders
