You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the MSCPAC Financial Exec and Payment Cert Divison, Comptroller Directorate (N048) of MSC SHIP SUPPORT UNIT SAN DIEGO.
Duties
You will analyze workload to assign work, set priorities, and reassign duties.
You will advise others on work in any of the phases or systems of finance (e.g., accounting, auditing, budgeting, financial management).
You will evaluate budget, accounting, and financial management programs for compliance with financial policies and regulations.
You will recommend solutions to resolve accounting, budget, and financial management problems.
You will exercise overall budget execution responsibility for organizational financial management systems.
You will evaluate financial data (e.g., authorizations, historical trends, new programs, restrictions) to develop quarterly and annual budget estimates.
You will prepare funding documents for other government activities and contractors.
You will identify and eliminate obstacles to meeting financial business goals and objectives.
You will coordinate the resolution of financial problems identified during surveys, reviews, assessments or evaluations.
You will examine financial procedures for consistency with program requirements.
You will assess an organization's compliance with financial laws and regulations.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience advising on work in any of the phases or systems of budget administration;
Experience analyzing costs and benefits of alternative methods of financial management of organizations programs and administrative operations; Experience developing, preparing, justifying and modifying budgets;
Experience Performing all phases of budget administration;
Experience Formulating budgets, estimates to support plans, programs, activities, and/or implementing legal and regulatory controls over approved budgets;
Experience setting priorities and schedules work as necessary to assure effective accomplishments of priority work;
Experience actively supporting all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan;
Experience taking disciplinary measures such as warnings and reprimands and recommending more serious disciplinary measures to higher supervision;
Experience performing supervisory duties such as balancing workloads, setting work priorities, monitoring and evaluating performance, resolving issues and identifying training requirements.
