You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the NAVAL HEALTH RESEARCH CENTER, DIR RESOURCE MANAGEMENT of NAVHLTHRSCHCEN SDIEGO.

Duties

You will perform functions such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will perform functions such as review and evaluate budget requests; control, and reporting of obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will perform as a Supervisor. This work constitutes a minimum of 25% of the position. You will plan work, sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. You will develop performance standards/evaluates employee performance and provide technical/administrative oversight, advice and instruction.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
  • A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, recommending and implementing budgetary and financial policies; Performing cost-benefit analysis of alternative funding methods for a program's financial management; Presenting and defending budget estimates before officials; Developing proposals concerning alternative methods, sources, and timing of financing for substantive programs; Resolving issues in work environments that continually change program objectives, funding requirements resulting from new legislation, implement new substantive programs that are complicated by lack of data upon which to base budget/financial planning; Developing performance standards and prepares performance appraisals by reviewing and evaluating work performance of subordinates to ensure accuracy, timeliness, efficiency and compliance with established procedures and instructions supervising employees and assigning work based on capabilities, priorities and difficulty; AND Counseling employees on work deficiencies and takes corrective actions as necessary.
