This position is located in the Prisoner Operations Division / Arlington, VA.
The selectee of this position serves as a Supervisory Management and Program Analyst. You will be responsible for managing the Business Integration Center (BIC), which includes all aspects of project management; planning, budgeting, analysis and documenting divisional initiatives; writing policies; strategic planning and projects associated with the agency and departmental strategic plans.
Duties
As a Supervisory Management and Program Analyst at the GS-0343-15 level, some of your typical work assignments may include:
Providing advice, guidance, and assistance on broad administrative issues to the staff and senior management.
Performing various analyses, evaluations, and advising senior management on the effectiveness and efficiencies within all detention programs and functions.
Serving as a primary interface between staff and management officials in the implementation of newly developed administrative policies and procedures.
Providing expert analyst and policy advisement for substantive issues related to the management and oversight of POD's policies and procedures.

Qualifications
GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0343-15 level, if you fulfill the following qualifications:
1. Specialized Experience: At least one year (12 months) of full time specialized experience at or equivalent to the GS-14 grade level in the Federal service which includes:
1) Interpreting and applying guidelines, assessing program effectiveness, and analyzing and resolving unusual issues or problems;
2) Coordinating the implementation and evaluation of new policies;
3) Finding and implementing ways to eliminate or reduce significant organizational barriers to effective management of programs; AND
4) Applying a wide range of qualitative and/or quantitative methods for the assessment of budgetary needs and budget formulation.
Possession of the following competencies:
Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
