About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, G-2- CounterIntelligence, HUMINT, Security and Foreign Disclosure Directorate at the Pentagon, Arlington, VA.
Duties
Addresses emerging and expanding security requirements, resolving complex problems and managing risk across the Army.
Facilitate programming, budgeting, and manpower actions to address resource gaps for the Army security enterprise.
Lead the review and analysis of Army-wide GIS programs, including submissions to the Planning, Programming, and Budget Execution (PPBE) process to improve Army security programs.
Conduct a review of base requirements and command initiatives Coordinate the projection of long-range resource requirements for Army-wide GIS activities.
Draft, revise and interpret policy as appropriate to meet changing guidelines and operational environments. Ensure new policies and regulations are integrated into an overall multidisciplined approach.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation (or equivalent) with eligibility for sensitive compartmented information (SCI).
- May be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- May be required to take a counterintelligence scope polygraph examination.
- Must obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) and the Security Program Integration Professional Certification (SPIPC) within their first two years of employment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience formulating multifunctional security policy for emerging and expanding security requirements and programs based on federal regulations; AND managing risk or recommending countermeasures to ensure the protection of controlled technical information and sensitive classified information is in the interest of national security, as well as achieving U.S. strategic objectives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
