This position is located in the Office of the Under Secretary of Defense for Intelligence, Office of the Director for Defense Intelligence (Counterintelligence, Law Enforcement & Security).
Duties
This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.
Selection under this appointment authority does not confer civil service competitive status.
If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.
If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS.

Incumbents typical work assignments may include the following:
Serve as the primary advisor to the Director on matters pertaining to DoD security policy and oversight.
Utilize knowledge of national security, intelligence and Cl methods and procedures to inform the development of security policy on issues not limited to but including management of controlled classified national security information, Restricted Data and Formerly Restricted Data, Sensitive Compartmented Information, declassification, records management, vetting, access, and insider threat.
Develop and utilize innovative approaches and resources, such as formation of interagency and interdepartmental working groups, study efforts, contracts, and other vehicles to examine and improve Department of Defense policies governing the protection of personnel, information, infrastructure, and resources.
Ensure optimal cross-functional integration of key security policy issues in the areas of physical, personnel, industrial, and information security as they affect Department of Defense's ability to mitigate external and insider threats and assess and manage risk in support of critical technology protection.
Coordinate the development and review of security policies and procedures with external counterparts in the Office of the Director of National Intelligence, National Security Staff, Information Security Oversight Office, as well as other Departments (e.g. Justice, Energy, and Homeland Security).
Perform quality control over senior-level correspondence, position papers, and whitepapers on pertaining to DoD security.
Requirements
- U.S. Citizenship is required.

- Position is in Excepted Service, is special sensitive. Incumbent must be able to obtain and maintain a TS/SCI clearance.
- This position may require CONUS and OCONUS travel.
- Must have or obtain within two years of appointment, and maintain current, the Security Fundamentals Professional Certification (SFPC) from the Center for Development of Security Excellence of the Defense Security Service.

- Advanced Leave Accrual may be authorized in accordance with regulatory requirements.

Qualifications
The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies.

Specialized Experience:
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
You may qualify at the GG-15 level, if you fulfill the following qualification requirement:
Qualifying experience would be demonstrated by 1.) assessing measures to improve effectiveness and efficiency of information security policy; 2.) developing information security policy to strengthen national security posture; and 3.) assisting in resolving security policy conflicts among components and functional areas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
