Duties

Duty 1: Technical Advisor to the Director of Security, Special Program Oversight and Information Protection. Duty 2: Consults with senior Air Force leaders on doctrine and policy governance to include translating National Agency, Department of Defense and Air Force doctrine into action ensuring proper implementation and compliance throughout the agency. Duty 3: Serves as a functional authority supporting the Air Force Security Enterprise Executive Board, the Security Enterprise and Mission Assurance Steering Group and the Security Enterprise and Mission Assurance Working Group, as well as complimentary Special Access Program governance bodies on behalf of the Director, Security, Special Program Oversight and Information Protection. Duty 4: Manages the staff activities within the Directorate.

  • Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD
  • Must have a Top Secret clearance with Sensitive Compartmented Information (SCI) access

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of concepts, principles, practices, regulations, and laws applicable to protection, as well as extensive knowledge of the overall Information Protection program to include Special Access Programs, Acquisition Security, Program Protection, Information Security, Physical Security, Personnel Security, Operations Security, Foreign Disclosure, and Information Assurance in order to serve as the technical authority for assignments requiring the application of new theories and developments to security issues not commonly resolved by standard accepted security methods, technology, or procedures and resolve major conflicts in policy and program objectives. Expertise in security program practices, procedures, and regulations applicable to the performance of a full range of complex security management responsibilities and unique practices and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge and demonstrated experience with information protection, special access program (SAP) and other security disciplines through a mastery of concepts, principles, and practices. 2. Mastery of requirements for personnel security and security resource management. Mastery of insider threat mitigation requirements, standard and procedures. 3. Ability to manage the global information protection SAP, and/or SCI, requirements across the security enterprise. Mastery of Intelligence Community Directives, DoD, and Air Force program requirements, goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 4. Mastery of the relationship of the various Air Force entities involved in overall planning and execution of risk management programs. 5. Ability to establish effective professional working relationships with other agency-level and international security subject matter experts, contributing to a cooperative and secure working environment and successful accomplishment of the Air Force mission. Exceptional ability to conduct highly complex information and decision briefings related to current world events, and to the scientific, engineering and intelligence aspects of AF systems for top executives in both military and civilian organizations. 6. Exceptional writing and briefing skills to synthesize complex issues and present information to strategic leaders. Ability to plan, organize complex work, and meet critical deadlines imposed by Federal Agencies, DoD, HAF, COCOMs, and international partners. Other Significant Facts: Desired: Completion of Air War College or equivalent is preferred to demonstrate the ability and knowledge to work and coordinate across the DoD as a key leader on the Director's staff. This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
