This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Chicago, Illinois and Washington, District of Columbia.

Duties

The primary purpose of this position is to perform administrative and computational functions in the formulation, execution, and review of the operating budget and representation and analysis. Duties performed: Monitors all phases of budget formulation and execution to ensure funds are properly recouped and/or allocated and are obligated in a timely and effective manner. Analyzes obligations and expenditures for conformance to annual spend plans for each organizational level. Executes these same spend plans and provides continual control and analysis. Reviews building specific expenses associated with security and protection such as protective security officers, repair and maintenance of alarm systems and magnetometers to identify causes for non-profitability and actions to improve cost effectiveness. Administers budget formulation, execution and analysis of organizational overtime, travel, contracts, purchase card transactions, additional expenses. Provides guidance and advice within the organization concerning administrative policies and management.

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Minimum Qualifications: GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Utilizing data to formulate budget estimates; and Monitoring expenditures and/or obligations to verify use of budgeted funds; and Analyzing budgetary issues to rectify organizational deficiencies. OR Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, from an accredited college or university that provided the knowledge, skills, and abilities necessary to do the work. Note: Transcripts (unofficial of official) must be submitted to support your claim. OR Have a combination of specialized experience (less than one year) and graduate education (beyond one year of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim. GS-11: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Evaluating various program expenses to improve profitability and/or cost effectiveness; and Interpreting programmatic and/or policy changes to provide guidance on budget creation, forecasts, or estimates; and Communicating budgetary procedures or policies to provide technical guidance to operating staff. OR Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively high level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge, skills, and abilities necessary to do the work. Note: You must submit a copy of your college transcripts (official or unofficial) to support your claim. OR Have a combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (unofficial or official) and your resume must explicitly indicate how you meet the experience to support your claim. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Only the first five pages of your resume will be used to make an eligibility/qualifications determination. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position may be designated as Essential Personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
