This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for guiding and maintaining Humanitarian Demining Training Center (HDTC) training activities, including the Humanitarian Mine Action (HMA) mission support coordinating training activities.
Duties
As a PROGRAM ANALYST (HUMANITARIAN MINE ACTION) at the GS-0343-13 some of your typical work assignments may include:
Develops, validates, and advice on instructional development of training staff encompassing HMA lessons learned, evolving clearance technologies, and manual clearance and explosive remnants of war (ERW) disposal methods.
Develops and conducts in-depth analysis and validation of mine action projects in support of DoD HMA objectives and Combatant Commands (CCMD) security cooperation and HMA country plans.
Manages Center's internal training performance program, which includes development of course training effectiveness measures, evaluation of completed projects to monitor long term training effectiveness and consistency with USG HMA policies and objectives
Advises division and organizational leadership to include CCMD HMA program managers on "train the trainer" courses formulation and execution.
Conducts expert-level training development using Analyze, Design, Development, Implement, and Evaluate methodology to produce training material tailored to partner nation mine action activities needs in support of international mine action standards, international ammunition technical guidelines, organizational international organization of standardization quality manual and HMA best practices to enhance training development processes.
Advices the organization Director, regarding mine action project technical guidance on matters related to HMA logistics, landmine clearance, battle area clearance, explosives ordnance disposal, underwater explosive remnants of war clearance, casualty care, physical security, and stockpile management and other HMA activities mitigating the adverse effects of explosive remnants of war.
Provides direction, guidance and advice as delegated by the organizational Director to the organization staff reinforcing internal policies, procedural and operational changes to increase program effectiveness and mission accomplishment.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Expert technical knowledge of regulations, standards, methods, procedures, and techniques related to mine action activities (such as landmine/battle area clearance, physical security and stockpile management, explosive ordnance disposal, other humanitarian mine action activities)
A thorough knowledge/understanding of program and policies. Additionally, must have demonstrated expert-level analytical ability and technical judgment across a wide range of quantitative and qualitative methods used to gather, analyze, evaluate, and assimilate information
Planning, organizing, and executing major studies/analyses
Conduct of measures of effectiveness analysis.
