This position serves as an organizational lead in the management and execution of multiple high-level organizational initiatives. Knowledge of VHA and healthcare operations, personnel management regulations, and administrative activities is paramount. The position is an integral part of OIC planning and operations administrative team, reporting to the Chief, Operations and Administration who reports to the Director, Planning and Operations.
Duties

Senior staff member whose performance as a senior management advisor on internal operational and organizational management has a direct and vital impact on OIC.
Carry out routine activities, works closely with the Chief, Operations and Administration to design and develop internal operational planning models.
Analyze and evaluates the effectiveness of programs or operations in meeting established goals and objectives, using quantitative or qualitative measures.
Oversee development of narrative summaries, white papers, charts, graphs, and briefing books.
Create status reports and/or correspondence involving personnel actions, and invalid/overdue transactions.
Advise other office support staff of administrative and procedural requirements and instructions.
Provide training and guidance to ensure proper implementation of procedures.
Conduct management studies to recommend the establishment of long and short-term management, administrative and/or workforce planning objectives that are realistic and responsive to established departmental and agency goals and priorities.
Advise in strategic activities with the Chief, Operations and Administration.
Provides advice and guidance to other OIC management officials regarding administrative, management and policies, programs, and regulations.
Study the organization and subordinate activities reports and forms to determine the source and methods used to accumulate reports data, whether the applicable reporting procedures are being followed, and whether reports provide clear and concise information.
Analyze data gathered and develop solutions or alternative methods of proceeding; documents findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes.
Prepare manuals and train workers in use of new forms, reports, procedures or equipment, according to organizational policy
Review forms and reports and confer with management and users about format, distribution, and purpose, identifying problems and improvements
Develop and implement records management program for filing, protection, and retrieval of records, and assure compliance with program
Maintains complete, up-to-date documentation of management and staff information, documents, and competency records.
Researches and completes skills-gap analysis for professional and nonprofessional employee's and ensures subject matter is consistent with application to performance enhancements or problems.
Analyze policy, regulations, and/or standards related to workforce and individual employee development programs.
Prepare various recurring as well as special, complex administrative reports.
Works with the Director Planning and Operations and Chief, Operations and Administration to distribute, receive, and follow-up, track suspense's related to OIC.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Applying analytical and evaluative methods and techniques to issues or studies
Laws, regulations & policies pertinent to the Office of Integrity and Compliance (OIC)
Plan, schedule and conduct studies to evaluate effectiveness and efficiency
Develop or modify work methods or organizational structures
Asset management, supply procurement to facilitate program operations
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Interpret regulations and other organizational standards as they apply to the program qualitative and quantitative methods for the assessment
Advance program effectiveness adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity
Analyze problems and present both written and oral recommendations
Negotiate effectively with management to accept and implement recommendations
Develop and deliver briefings on complex or sensitive issues to managerial level audience
administrative management to participate in complex planning, implementation, and coordination of program activities within OIC.
Process information maintained in HR systems
Research and implement state-of-the-art techniques and technologies

Physical Requirements: The work is primarily sedentary: most work is accomplished while seated at a desk or computer. Some standing, bending, carrying, and walking to other locations within the facility are necessary.
