You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT DIVISION (N10) of PERS WASHINGTON.

Duties

You will advise customers concerning issues related to Department of the Navy (DON) financial systems (e.g., Navy Enterprise Resource Planning (N-ERP). You will advise customers concerning issues related to financial management systems. You will recommend revised financial management policies and procedures for an agency. You will draft briefs of financial management policies, procedures, and issues for senior manager.

Requirements

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations; 2) Establishing and utilizing policies, precedents, goals, objectives, regulations, and guidelines of a functional area; 3) Applying skill to the identifcation, analysis and conceptualization of budgetary problems and development of alternative solutions; and 4) Using various administrative and financial management systems; 4) Developing communications on complex topics for widespread distribution; and 5) Reviews and approves or rejects end user accounts within a financial management system. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Possess a completed Ph.D. or equivalent doctoral degree
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Have successfully completed an LL.M. degree that is related to the position being filled
OR
Have a combination of experience and graduate education as described above that equates to one year of experience.
