This position is located at Bureau of the Fiscal Service, Project and Provider Management Division. As a IT Project Manager, you will be responsible for the alignment of project goals with the strategic plan, IT and customer technical, operational plans, and association with major or minor IT investments as defined in the Capital Planning and Investment Control (CPIC).
Duties
As a/an IT Project Manager, you will:
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Monitor and report on the status of work to ensure deadlines have been met and reviews work for completeness and accuracy
Develop different levels of project plans to identify all major tasks, subtasks, deliverables, completion dates, and criteria for completion. Develops resource estimates, including budgetary, human resources, and other requirements, needed to complete the project, and defends these before the appropriate organizations internal and external to the agency; develops detailed cost benefit analyses and budget execution plans.
Determine goals and objectives that need additional emphasis; determines the best approach or solution for resolving or implementing complex, technical objectives. In addition to technical aspects, these include plans for staffing, budgeting and procurements needs. The employee is closely involved with high-level program officials in developing overall goals and objectives, and directs the development of relevant data, provisions for expertise and insights, secures legal opinions, and prepares position papers.
Leads and mentors' peers and individual project team members in developing, improving, and reengineering processes; implementing performance-based management; and engineering best practices for system and project activities. Such best practices are essential to the success of ISS in accomplishing mission critical activities.
Maintains effective working relationship with personnel within Fiscal Services, other Federal agencies, and business partners to coordinate activities and improve upon efficiency and effectiveness of IT solutions and services
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes ALL the following:
Served in the capacity of a project manager on an Information Technology (IT) related project; AND
Experience designing, developing, or implementing a new business process or IT system; AND
Experience applying regulations and policies to recommend proper system requirements; AND
Worked on projects, coordinating activities and keeping management aware of key issues.
AND
In addition to meeting specialized experience, applicants must also have IT-related proficiency in each of the four competencies listed below.
Attention to Detail, such as developing and executing structured test and implementation plans.
Customer Service, such as determining if projected benefits have been achieved and the customer's expectations are being met.
Oral Communication, such as providing technical advice and assistance to division personnel in areas of IT systems development.
Problem Solving, such as recommending solutions to existing and identified problems, and ensuring problems are resolved in a timely and accurate manner.
Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes ALL the following:
Served in the capacity of a project manager to create strategies or monitor progress; AND
Experience participating in enhancements of existing IT systems or networks; AND
Experience in facilitating meetings with an outcome oriented goal.
AND
In addition to meeting specialized experience, applicants must also have IT-related proficiency in each of the four competencies listed below.
Attention to Detail, such as ensuring security controls are incorporated in the system development.
Customer Service, such as participating in regular quality assurance post-implementation system reviews.
Oral Communication, such as sharing knowledge and expertise with other team members in technical areas for work-group effectiveness.
Problem Solving, such as providing alternative options or directions.
OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree or
3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
Education must be in one or a combination of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes ALL the following:
Experience in supporting a project with an assigned project manager; AND
Experience facilitating group discussions surrounding improved business processes or reaching a common goal; AND
Participating in problem resolution concerning IT projects or system testing.
AND
In addition to meeting specialized experience, applicants must also have IT-related proficiency in each of the four competencies listed below.
Attention to Detail, such as determining goals and objectives.
Customer Service, such as working with clients to determine if customers' expectations are being met.
Oral Communication, such as participating in team projects.
Problem Solving, such as drawing sound conclusions from research assembled.
OR
You may substitute education for specialized experience as follows:
2 full academic years of progressively higher graduate level education or Master's degree in computer science, engineering, information science, information systems, management, mathematics, operations research, statistics, or technology management or
a degree that provided a minimum of 24 semester hours in one or more of the field identified above and required the development or adaptation of applications, systems, or networks.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.
For the GS-9, you must have been at the GS-11 level for 52 weeks.
