The employee provides leadership in the implementation of policies, initiatives and procedures in support of the data management program in headquarters and regional operations nationwide. Directs employees involved in one or more of a variety of software development functions including the planning, analysis, design, development, testing, validation, implementation, maintenance or support of the major SSA programmatic systems integral to the delivery of SSA's quality assurance (QA) service.

Duties

Serves as principal systems advisor to the Associate Commissioner and Deputy Associate Commissioner, on all matters related to the data management and software application support process. Participates in long range planning to ensure the integration of data management objectives with agency initiatives. Plans a continuing and comprehensive evaluation of data management operations to define priorities and ensure its efficient and operation and provision of data management services and software support services to headquarters and regional operations. Directs the operation, monitoring and improvement of data processing systems; procuring necessary IT hardware and/or software; and providing systems training and support to the organization in its entirety. Directs the development of long range plans aimed at improving the data management program. Evaluates proposed changes in policies and different issues that affect the overall data management mission. Performs and directs technical systems projects and studies for the office.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In Addition To qualify for the GS-15: The applicant must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include all of the following: Developing and implementing IT policies Leading IT projects and managing employee workloads in the design AND implementation of new or improved IT systems according to IT policies/business requirements for customer organizations Experience with data governance/management.
