This position is located at Bureau of the Fiscal Service, User Services Division. As a Supervisory IT Specialist (CUSTSPT)(Branch Manager), you will exercise delegated authority to oversee the overall planning, direction, and timely execution of the End User Services Branch(EUSB) .
Duties
As a Supervisory IT Specialist (CUSTSPT)(Branch Manager), you will:
Plan, coordinate, direct, and control the day-to-day operations of the EUSB.
Establish program goals and objectives and develop and approve multiyear and long-range work plans and policies, as well as manage the overall work to enhance achievement of the Branch's goals and objectives.
Provide direction and make recommendation on projects/programs that are to be discontinued, altered significantly, or added. Lead pilot/testing endeavors to determine new products to offer as standard or enterprise offerings to the Bureau and customers. This includes policy formulation.
Plan, manage, and coordinate studies relating to end user services and technologies usage, efficiency and needs and the implementation and installation of new end user capabilities, including hardware and software.
Assist the Division Director and participate with other Branch Managers in short and long-range operational and planning functions, and furnish technical assistance to Fiscal Service, Office, Division, or Branch study groups engaged in fact finding studies.
Coordinate with facilities and other technical support personnel in the development and monitoring of installation plans for acquired computer equipment. Plans include provisions for space alternatives, installation of workstation and shared resource facilities and equipment, and other requirements.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent, which is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following:
- Designing and/or performing projects/studies that conform with professional (or regulatory or quality) standards/requirements; AND
- Applying IT principles, concepts, methods, standards, and practices to provide guidance, technical advice and recommendations to management on information technology or security policies and procedures; AND
- Experience as a team lead or project manager; AND
- Experience working as a subject matter expert for end user products and services (such as support and consultation).
AND
For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below.
- Attention to detail, such as reviewing legislation or regulatory or procedural changes for effect on existing systems (e.g. end user systems).
- Customer Service, such as providing performance evaluation and/or technical assistance to end users.
- Oral Communication, such as making recommendation on projects/programs that are to be discontinued, altered significantly, or added.
- Problem Solving, such as assisting with management in short and long-range operational and planning functions.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
