This position is located at Bureau of the FIscal Service, Office of Deputy Commissioner - Transformation and Modernization, Information & Security Services. As the Deputy Assistant Commissioner and Chief Technology Officer, you will be a part of an organization that provides executive leadership and policy direction to various information services programs and activities in order to promote the financial integrity and operational efficiency of the federal government.

Duties

As a Deputy Assistant Commissioner and Chief Technology Officer, you will: Provide executive direction and program oversight to nearly 200 geographically dispersed employees providing enterprise architecture, business and technical architecture, data architecture, enterprise governance, capital planning and investment control, software engineering, solutions integration, business intelligence, data warehousing/repositories and enterprise products and services management. Provide executive leadership and direction, including policies and practices, for the full lifecycle management of the Fiscal Services information assets, including data architecture, repository services, unification, classification, analytics, records management, and archiving. Manage the information assets across the Bureau of the Fiscal Service including cross-cutting activities to increase information sharing across all Fiscal Service program areas. Direct, through a number of managers and supervisors, a staff of professional, technical, and clerical employees who carry out the activities and operations of ISS/Information Services. Formulate short and long-range plans to ensure the continuing effectiveness of ISS/Information Services in supporting the Fiscal Service's mission. Represent and is an advocate for the Fiscal Service at professional conventions, conferences, and committees concerned with promoting enterprise architecture, business and technical architecture, data architecture, enterprise governance, capital planning and investment control, software engineering, solutions integration, business intelligence, data warehousing/repositories and enterprise products and services management. Provide advice to Assistant Commissioners and other Fiscal Service managers on the IT policies and practices of the Bureau's operating and administrative programs.

Requirements

  • Complete a 1-year SES probationary period, unless already completed.
  • Complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Complete a Declaration for Federal Employment (https://www.opm.gov/forms/pdf_fill/of0306.pdf).
  • Complete an Executive Personnel Financial Disclosure Report annually.
  • Undergo appropriate tax checks.

Qualifications

All applicants must meet the qualifications and eligibility requirements by the closing date of the announcement. As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant. Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning. ECQ and MTQ responses are not required. The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Mandatory Technical Qualifications. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications. You must demonstrate all of the MTQs to be rated eligible for this position. MTQ 1 - Demonstrated ability to manage enterprise-wide information technology systems for large geographically dispersed organization or agency, including experience functioning as a customer-focused, strategic partner to solve complex IT issues, deliver high-profile IT projects within tight deadlines and budgets using sound program and project management principles across complex relationships and partner ecosystem. MTQ 2 - Experience leading complex operating environments, including organizational re-design, change management, digital transformation and IT modernization efforts, and Federal Cyber and IT operating models, including budgeting, procurement, operations, governance, reporting, policy and practices. MTQ3 - Expertise in conducting benchmarking to ensure modern technology, architectural, and engineering best practices are implemented. Demonstrated history of identifying strategic needs, developing strategic partnerships, breaking down barriers, and gaining buy-in from executive level partners and senior leadership, resulting in a compelling technical vision that supports the business strategy, then driving the vision by delivering positive business impacts, products, and outcomes throughout the process.
